Russian President Vladimir Putin has been gloating about what he sees as the end of the United States' world dominance because of 'growing mistakes.'

Speaking at his annual foreign policy address on Thursday Putin seemed to shrug off worsening relations with the west and spoke of Moscow's blooming diplomatic friendships in Asia and the Middle East.

Putin spoke of Russia's huge military clout and said that he was always ready to speak with allies despite accusations of impropriety against his regime from western countries.

'Building up tension and hysteria is not our way . . . We are not creating problems for anyone,' Mr Putin said. 'I hope we can build dialogue.'

During his speech Putin kept on returning to the idea that US domination was also the cause of many global ills but the end of that dominance would make room for new opportunities for Russia and its friends.
